Humberto Carrasco Blanc

He currently serves as Dean of the Faculty of Law at Universidad Católica del Norte and as Director of the project Assistance for Domain Name Holders in ICANN’s Uniform Dispute Resolution Policy Procedures. His teaching and research focus on law and technology, cybersecurity, telecommunications, and intellectual property.
Kathryn A. Kleiman

She is Senior Policy Fellow at the Program on Information Justice and Intellectual Property and Senior Fellow at the Program on Tech, Law & Security at American University Washington College of Law. Her teaching and research focus on internet governance, cyberlaw, privacy, data protection, and the history of computing. She has played a leading role in ICANN for more than two decades, including in the creation of the Uniform Dispute Resolution Policy.
Her work on the ENIAC programmers has received international recognition and led to the documentary The Computersand the book Proving Ground: The Untold Story of the Six Women Who Programmed the World’s First Modern Computer.
Chris Reed

Professor Chris Reed is a distinguished member of the Centre for Commercial Law Studies at Queen Mary University of London. With a career spanning over three decades, he has made significant contributions to the field of electronic commerce law, particularly in shaping EU directives and educating the next generation of legal professionals.
His work as an academic, researcher, and public speaker has had a profound impact on the development of legal frameworks surrounding technology and commerce.
Margarita Valdés

She is Legal and Business Director of NIC Chile, the registry and registrar for .CL domain names, with more than 24 years of experience in the Internet and technology sector. Her work covers contracts, intellectual property, data privacy, registry–registrar agreements, and institutional relations with public and private stakeholders. She led the creation of the .CL online arbitration system, the first online dispute resolution mechanism for domain names worldwide, and the Legal Aid Program that provides free assistance to .CL registrants.
She received the ICANN Tarek Kamel Award for Capacity Building and has been part of ICANN selection committees and leadership bodies.
Javier Maestre

Javier Maestre is the founder and managing partner of Maestre Abogados in Madrid and a recognised expert in Internet law, domain name disputes, and crypto-assets regulation.
With nearly three decades of experience as a lawyer, lecturer, and author, he has played a pioneering role in the study and practice of digital law in Spain.
He authored the first Spanish book on domain name law, El derecho al nombre de dominio (2001), and has been an active speaker on emerging issues such as Bitcoin and blockchain regulation since 2014. His legal work includes the first cryptocurrency-related case to reach the Spanish Supreme Court.
Javier currently teaches on the Master’s in Advanced Tax Advisory at the Universidad Complutense.
